The United Nations High Commissioner for Refugees (UNHCR) in Turkey has announced it will present the Hope Refugee Award to the captain of the Turkish cargo ship Pinar E, Asik Tuygun, and owner Baris Erdogdu.
UNHCR's Turkey representative Michel Gaude, told a press conference said that Mr Tuygun and Mr Erdogdu said this was recognition of the way the ship had saved 142 migrants when the refugees were about to die in the sea.
"The award is given to those individuals who help refugees in difficult conditions and make their lives easier. We hope that the behaviour of captain Asik and owner Erdogdu will be a good role model," Gaude was quoted as saying by Turkish media.
The ship picked up the migrants off the Italian island of Lampedusa, and a diplomatic storm then developed as Italy refused to allow them in, and so did Malta.
Italy argued that Malta was responsible for the search and rescue region and should therefore take the migrants, while Malta said the migrants should be taken to the nearest safe port.
Italy eventually relented and the migrants were taken to Sicily.

OMCT - L’Observatoire pour la protection des défenseurs des droits de l’Homme, un programme conjoint de l’Organisation mondiale contre la torture (OMCT) et de la Fédération internationale des ligues des droits de l’Homme (FIDH), publie aujourd’hui un rapport d’enquête sur les entraves aux défenseurs des droits des migrants en France, intitulé « Délit de solidarité » : Stigmatisation, répression et intimidation des défenseurs des droits des migrants.
Un Etat bénéficiant d’institutions démocratiques solides et éprouvées est-il une garantie de sécurité et de sérénité pour les défenseurs des droits de l’Homme qui y travaillent ?
Alerté par la Ligue française des droits de l’Homme (LDH), l’Observatoire a mandaté une mission internationale d’enquête chargée d’examiner les conditions d’exercice de la défense des droits des migrants en France.
La mission, qui s’est rendue en France du 17 au 25 mars 2009, s’est penchée sur la situation des personnes physiques et morales qui apportent une assistance aux étrangers en situation irrégulière en France, qu’il s’agisse des personnes qui s’opposent à certaines reconduites aux frontières, des associations qui fournissent une assistance juridique en centre de rétention ou dans les zones d’attente, des acteurs institutionnels ou associatifs en contact avec les étrangers (tels les lieux d’hébergement et de soin), ou encore les acteurs chargés du maintien de l’ordre et de la justice.
Les conclusions du rapport d’enquête sont inquiétantes : dérapages liés à la « culture » du résultat, objectifs chiffrés d’interpellations d’« aidants », pression permanente sur les personnes en contact avec les étrangers, favorisés par une législation imprécise et stigmatisante. Les cas recensés d’arrestations, voire de poursuites, de personnes ayant porté assistance à des étrangers permettent de conclure à l’existence, en France, d’un climat défavorable à la défense des droits des étrangers et ne peuvent que participer à une pression dissuasive forte.
Cela est en contradiction flagrante avec la Déclaration des Nations unies sur les défenseurs des droits de l’Homme et l’Observatoire considère nécessaire de saisir, outre les autorités françaises concernées, les instances et mécanismes de protection des droits de l’Homme aux niveaux international et européen.

La Fiscalía de Siniestralidad Laboral de Valencia ha pedido los informes a la Guardia Civil y a Inspección de Trabajo para investigar lo ocurrido con el trabajador inmigrante que perdió el brazo izquierdo con una máquina de amasar en una panificadora del polígono Real de Gandia (Valencia) el pasado 28 de mayo y que supuestamente fue abandonado por su jefe unos 50 metros antes de llegar al hospital porque carecía de contrato de trabajo.
Según comentaron a Europa Press fuentes próximas a la investigación, el fiscal de Siniestralidad de Valencia, Jaime Gil, ha requerido al fiscal de Gandia que oficie a la Guardia Civil y a Inspección informes "en la mayor brevedad posible", para determinar en qué delitos pudieron incurrir los jefes de este joven, de 33 años.
Con los informes, la Fiscalía decidirá que actuaciones adoptar para esclarecer este asunto y determinar las posibles responsabilidades, indicaron las mismas fuentes, que aseguraron que por este caso se ha interesado también el fiscal de Sala de Siniestralidad, que ha pedido hacer un seguimiento puntual por parte del ministerio público.
La Guardia Civil ya detuvo la semana pasada a los dos jefes del joven, hermanos propietarios del horno, por un delito contra los derechos de los trabajadores, ya que, supuestamente, tenían trabajando a su cargo a personas sin ningún tipo de contrato. Respecto a la denuncia del joven, de que uno de los jefes le abandonó, la Guardia Civil está investigando los hechos por si adopta cualquier otra medida. Por el momento, ha clausurado el establecimiento.
El joven, de origen boliviano, que se encuentra "bien" e ingresado en el Hospital Virgen del Consuelo de Valencia, llevaba trabajando en este empresa de Gandia algo más de un año y medio, sin contrato de trabajo, al igual que el resto de los compañeros, según denunció su hermana, Silvia, en declaraciones a Europa Press.
En el momento del accidente, el joven se encontraba amasando 40 kilogramos de harina y, cuando se le cayó un plástico, se le quedó enganchado el brazo izquierdo en la máquina. Según su hermana, "perdió el brazo, pero la máquina podía haberle tragado si no la hubiera apagado".
Tras el incidente, el jefe del joven lo subió a su vehículo y dijo de llevarlo al hospital San Francisco de Borja de Gandia, aunque unos 50 metros antes de llegar, le obligó a bajar y lo abandonó en plena calle, "mientras perdía mucha sangre". La hermana afirma que el empresario se comportó de esta manera porque "no tenía permisos ni licencias" y, además, "tenía a sus trabajadores sin contrato, sin papeles".
Un viandante fue el que ayudó al joven a llegar al servicio de Urgencias del hospital de Gandia, y una vez allí los médicos se pusieron en contacto con el cirujano Pedro Cavadas y su equipo para ver si le podían reimplantar el brazo.
Por este motivo, los facultativos trasladaron al joven hasta el Hospital Virgen del Consuelo de Valencia, donde el doctor Cavadas no pudo hacer nada por reimplantarse el brazo, puesto que éste "se encontraba en muy mal estado, ya que los empresarios, tras lo ocurrido, lo tiraron a un contenedor", denunció Silvia, quien también recordó que "limpiaron todo para no dejar restos de nada".

El sindicato Comisiones Obreras (CCOO) denunció este jueves al empresario de Valencia en cuya panadería una máquina arrancó el brazo a un trabajador boliviano en situación irregular, por haber arrojado el miembro amputado a un contenedor de basura, tras abandonar al herido cerca de un hospital.
CCOO de Valencia indicó en su página de Internet que, el pasado 28 de mayo, el boliviano Franns Rilles Melgar Vargas, de 33 años, se dirigió como de costumbre a su empleo en una panadería industrial y, mientras manipulaba la masa, quedó atrapado por la máquina en movimiento. Tras lograr detenerla, se dio cuenta de que le había amputado el brazo.
La víctima, que sigue en el hospital, trabajaba en esa empresa desde hacía dos años "con jornadas de 12 horas diarias, sin contrato y por un sueldo de 23 euros al día", según CCOO. Franns fue abandonado a 100 metros del hospital Francesc de Borja de Gandía por su empleador, que luego "regresó a la fábrica, limpió la sangre y tiró el brazo a un contenedor de basura", explicó el sindicato.
Una vez en el hospital, los médicos constataron que era imposible recuperar el brazo seccionado para intentar reimplantarlo. La Guardia Civil encontró el miembro amputado en un contenedor, según CCOO, que considera lo ocurrido como una "prueba más que fehaciente de la actitud del empresario, que después de limpiar la máquina y deshacerse del contenido, continuó trabajando", añadió el sindicato.

Il pacchetto sicurezza e i discorsi razzisti e xenofobi hanno portato a misure contrarie al rispetto dei diritti umani in particolare, ma non solo, di Rom e Sinti in Italia. Questa la tesi sostenuta dall'organizzazione non governativa Cohre, che si occupa di difendere il diritto alla casa e prevenire gli sfratti, nel ricorso collettivo contro l'Italia presentato al Comitato per i diritti sociali, organismo del Consiglio d'Europa incaricato di valutare se gli Stati membri rispettano quanto previsto dalla Carta sociale europea. Nel ricorso, registrato con il numero 58/2009, presentato lo scorso 29 maggio, ma di cui si e' avuta notizia solo oggi, l'organizzazione sostiene che le autorita' italiane hanno violato 5 articoli della Carta sociale europea. Secondo il Cohre, l'Italia avrebbe violato il diritto delle famiglie Rom e Sinti a godere di protezione sociale, legale ed economica (art. 16) e il diritto alla protezione e assistenza dei lavoratori immigrati e delle loro famiglie (art. 19). Inoltre, nel ricorso si sostiene la violazione dell'articolo 30 che impone agli Stati di garantire a Rom e Sinti, cittadini italiani, la protezione contro la poverta' e l'esclusione sociale e dell'articolo 31 che sancisce il diritto alla casa. In ultimo, nei confronti di Rom e Sinti le autorita' avrebbero anche violato il diritto alla non discriminazione come previsto dall'articolo E della versione rivista della Carta sociale europea.

At least 51 immigrants from the neighbouring Democratic Republic of Congo, who entered illegally the northern Uíge Province, were repatriated over the last weekend.
They were repatriated via Kimbata, Maquela do Zombo District, by the Migration and Foreigners Services (SME) of Uíge Province, said Monday a source with the institution.
According to the provincial director of SME, Manuel Miguel, out of the mentioned number, 39 foreigners were residing illegally in Uíge City, whereas the remaining ones were staying in Maquela do Zombo District.
ANGOP also learnt that 14 other citizens of various nationalities (west Africa) were also detained in Maquela do Zombo and sent to Luanda Sunday, for repatriation process to their respective countries of origin.

Johannesburg — Home Affairs Minister Nkosazana Dlamini-Zuma is reviewing the dispensation that allows undocumented Zimbabwean migrants to live and work in SA
HOME Affairs Minister Nkosazana Dlamini-Zuma has referred back to the drawing board the proposed special dispensation giving undocumented Zimbabwean migrants already in SA the right to live and work for up to a year.
Her department is also reviewing the recently introduced visa-free entry facility that allows Zimbabwean passport holders the right to work in SA for 90 days .
Home affairs spokesman Ronnie Mamoepa said yesterday Dlamini- Zuma was reviewing all processes in the department.
The proposed special dispensation for Zimbabweans was among the measures sent back for discussion on the "nature, scope and implication of the decision".
Government insiders said that in some quarters it was believed there had not been enough consultation before announcing the measures.
Other concerns were that neighbouring countries did not have renewable visa-free entry for Zimbabweans, and visitors to SA from countries such as Mozambique qualified only for a limited period during the year, and had no right to work.
Set to be rolled out from the department's new refugee reception centre in Pretoria, the facility was aimed at addressing the humanitarian situation in Zimbabwe, where many now live off foreign remittances.
Registration of border jumpers was also meant to improve the security situation. In addition, the special permit for undocumented Zimbabwean immigrants would have saved money spent on deporting people who almost always returned to SA.
Loren Landau, head of the Forced Migration Studies Programme at the University of the Witwatersrand, suspects that any change of plans by home affairs was for the sake of short- term domestic interests.
During an "economic downturn and job losses, there will always be sentiments against immigration", he said yesterday.
Shortly before the elections, then Home Affairs Minister Nosiviwe Mapisa-Nqakula announced that the department would introduce a special permit meant for undocumented Zimbabwean migrants in SA.
Valid for 12 months, the proposed document would have given the holder access to services such as health and education.
In April, home affairs suspended deportations while granting Zimbabwean passport holders reciprocal visa- free entry into the country with the option to work. Such a provision was unusual in the region. While Mozambican, Lesotho and Swazi nationals enjoy visa-free access into SA, they do not have an automatic right to work.
The government was keen on implementing a uniform policy for all neighbouring countries but it was under pressure from local and international rights groups to accommodate Zimbabweans fleeing the crisis.
Last week Medecins Sans Frontieres called on the government and United Nations agencies to urgently address the humanitarian needs of Zimbabweans refugees.
"Every day, despite claims that Zimbabwe is 'normalising', thousands of Zimbabweans continue to cross the border into SA, fleeing economic meltdown, food insecurity, political turmoil and the total collapse of their health system," said the medical group's SA head, Rachel Cohen.

PORT KLANG: Seventy illegal immigrants sneaking out of Malaysia were detained by Malaysian Maritime Enforcement Agency (APMM) officers during an ambush near here on Monday night.
And the 70 Indonesian nationals can consider themselves lucky. The boat they were in, which was too small for a group that size, was already leaking when the agency caught up with them and averted what could have been a tragedy.
Following a tip-off, five APMM officers in a speedboat stopped the Indonesians as they made their way out in a fishing boat from Pulau Ketam.
Six children below the age of three were also in the group of Indonesians comprising
34 men and 30 women aged between 19 and 45.
APMM southern region enforcement chief First Admiral Che Hassan Jusoh said in a statement that the enforcement team managed to stop the boat and nab the occupants after a 10-minute chase 1.9 nautical miles west of Pulau Ketam.
The passengers were brought ashore for questioning before they were handed over to the Immigration Department.
The illegal immigrants, believed to have been heading towards Tanjong Balai Asahan, Indonesia, are liable to be charged under the Immigration Act 1959/63 for leaving the country through an illegal exit point.
